I saw there are termite powder sold in DIY shops. Would it be safe and effective?

No. It is hard to get the chemical to the termite.
If you are worried about drywood termites, then sealing every side of every piece of lumber with varnish or wax will go a long way to keeping them out (but be useless if they’re already in).
Some high rises get subterranean termites (that naturally live in the ground). There’s not much you can do about these. Usually the facility management takes over as the attacks cover many separate apartments.
If you have furniture (or other items) with drywood termites, the surest control is to have the items fumigated. Failing that, injecting a liquid insecticide to flood their tunnels is usually OK.
If you don’t know, it is usually far surpass to question a professional to take a look and advise. It can be much cheaper in the long run.

As others have mentioned here, there are ground and drywood termites. Ground termites usually attack wooden buildings by coming up through the foundation. Seems weird that you would have these in a concrete highrise. Long ago I did pest control work in Hawaii which included ground termites. We would make holes around the foundation posts and pump a water based insecticide solution into the ground.
Drywood termites attack furniture. You know they are there because of a small power dripping out of a small hole everyplace on the surface. This is where the termite has made a mistake and got too close to the surface. Now and again you will find the wood to be paper thin over their tunnels. Anyway, the way I used to treat this in Hawaii was with a pressurized bottle of insecticide with a hose and pointed nozzle. I would apply the nozzle to the place with the drip and open the valve. Insecticide would be pushed under pressure into the wood and throughout the tunnels.
Safety: In retrospect, this stuff was not safe. They are poisons, now and again really terrible ones. But it worked; and I survived. This was nearly 50 years ago, so it appears that I got away with it.

termite control by means of DIY is out of question, do you own this apartment if not suggest advice the owner of the apartment to make arrangement for pest control to do the proper job, assume if fumigation is involved you may have to stay at least 48hrs else where, there are many pest control company’s in S’pore they are expert on this pest control, hope this will be of help, Excellent luck
